The family of Shatha Sabbagh says she was walking to a grocery store, when a shot was fired from the direction of a Palestinian Authority (PA) security post.
In a statement, a PA spokesman said there were no personnel in the area at the time.
It comes just days after battles between the Palestinian Authority and fighters in Jenin.
The PA says its operation aims to root out what it calls lawless elements.

Rami Khouri, a distinguished fellow at the American University of Beirut, described Israel’s closure of Al Jazeera’s bureau in Ramallah as “deeply concerning”.
“This is very much in line with the whole policy of the state of Israel since 1948, which is to prevent real news about Palestinians or about what the state of Israel is doing to Palestinians, including colonising them and arresting them and torturing them. They’ve tried to prevent that news from coming out and they’ve generally succeeded for the last 40-50 years,” he told Al Jazeera.
“Their whole strategy is to produce a narrative about Israel about Palestinians, about Zionism, about the Arab-Israeli conflict, about terrorism, about the region, which says that the Israelis are good guys and the Palestinians and the Arabs and the Muslims are bad guys and they’re a threat. And this is a narrative that the Israelis have succeeded in disseminating all over the world. And the primary mechanism they’ve used has been the mass media, the Western mainstream mass media that includes well-known companies like CNN and BBC and The New York Times,” Khouri said.
He described Al Jazeera as “the primary instrument for informing the world about” Israel’s violations in Palestinian Territories.
“But [the Israeli government has] stopped Al Jazeera from broadcasting out of Israel a couple of months ago and now they’re stopping Al Jazeera from broadcasting in Palestine. And this is really concerning because it probably means that there’s going to be a bigger onslaught of Israeli Zionist militant fascist settler violence all over the West Bank,” Khouri said.

Ibrahim Fraihat, an associate professor on conflict resolution at the Doha Institute for Graduate Studies, said the camp was created after the 1948 expulsion of Palestinians from what is now Israel and it remains a powerful symbol of the right of return.
“Under international law, they have the right to return to their homes, so it is very important for them [the Israelis] to target these refugee camps,” Fraihat told Al Jazeera.

At least five Palestinians have been killed in an Israeli air attack on a car in the occupied West Bank city of Tubas and Israeli forces shot dead a teenager in the Far’a refugee camp, according to the Wafa news agency.
Israel said on Thursday that military aircraft took part in “three different attacks” on Palestinian fighters who “posed a threat” to their forces in Tubas.
Wafa reported that Israeli soldiers fired several bullets at the 16-year-old, Majed Fida Abu Zeina, in Far’a, “abused him and prevented ambulance crews from reaching him”.
“Then they dragged him out of the camp using a military bulldozer,” the report said.
Earlier on Thursday, Palestinian medics reported that five people were killed in an air attack on a car and two people were injured, one of them critically, according to Wafa.
The Reuters news agency later reported that the number of those killed in the drone attack had risen to at least six, showing a graphic photo of six bodies loaded on top of each other on a truck.

Kenneth Roth, a visiting professor at the Princeton School for International Affairs, says Israel’s attacks on the occupied West Bank have become a “flat-out war” with far-right members of the government wanting to expel all Palestinians from the territory.
“Even though there’s extensive combat between Israeli forces and militants in the Jenin refugee camp, that doesn’t mean there are no rules – the Geneva Conventions still apply,” Roth told Al Jazeera.
“One of the basic rules is Israel has to allow access to humanitarian aid. So it can’t just cut off food, water, electricity and medical care – as we’ve heard it’s doing. It has a duty to allow those for the civilian population. It can’t use the excuse of the fighters to starve civilians, and that’s what it did in Gaza.”
